They manufacturer ducked up and sized these based on the outside diameter rather than the inside (yeah, don't ask, there's no point). This makes them about 2 sizes smaller than originally marked so these are all tiny- like 6 3/4 or so (54cm metric). The size is "Xed" out on the label.
No, they do not stretch.
